About the Civilian Emergency Loan Program

The Fort Lee Civilian Welfare Fund (CWF) Emergency Loan Program provides short-term, interest-free financial assistance to eligible Department of War civilian and NAF employees experiencing a catastrophic emergency that creates an immediate housing need.

The program offers loans up to $1,500 to assist with qualifying housing-related expenses such as rent, mortgage payments, or temporary lodging due to emergencies like natural disasters or domestic violence situations requiring immediate safe housing.

Who Is Eligible

Eligible applicants include full-time civilian employees, including those in probationary status. Seasonal and Flex employees are not eligible. Full time Appropriated Funds and Non-Appropriated Funds employees. 

How the Program Works

Employees must submit a completed application with required documentation. Once approved, funds are issued by check only and are paid directly to the creditor. Repayment is completed through automatic payroll deduction within one year via automatic payroll deduction.

Processing Time

Once a complete application and all required documents are submitted, the CWF team will process requests within 24–48 hours to help meet the immediate need. Final approval authority resides with the Garrison Commander.
